as Amie116 pointed out, they most likely wouldn't be able to due to copyright issues. i do, though, think it would be good if TTR added their own NPCs to walk around in place of the Disney characters- kind of like how they have Riggy Marole during Toonfest!

at the very least, they should have an original NPC drive the boat in Donald's Dock. a little creepy having a ghost boat drive around aimlessly. i also think it would be nice if Flippy, or another Toontown character related to Flippy (Alec Tinn, for example) would walk around Toontown Central as an NPC in place of Mickey.
