The very first time you walk into your house (after you get a ToonTask that makes you call Clarabelle) the phone rings once and that makes it easy to see. You walk into the phone to use it.

If you can't walk into the phone, try moving it a bit with the Move Furniture button. Maybe it's too low, or too close to the wall.

If you're saying your Toon actually picked up the phone and nothing happened, then that sounds like a bug/glitch. You can find contact information for reporting bugs on the Bugs Page.
