Ok, I got it. There's a missing information here regarding Cog invasions influencing buildings belonging to other Cog types, which is present in the other Toontown Wiki. I'm also aware that people here avoid copying text and images from that Wiki.

If there's a specific Cog invasion, they will also appear inside other Cog buildings besides their own and this might explain why I saw some Minglers leaving the Bossbot and Lawbot buildings I found in the Brrrgh streets. And other Cogs from other invasions doing so as well.
