How so? Are they NOT part of "Part I"?

Because I'm pretty sure the description of their rewards are accurate. I'm pretty sure I remember doing The Countess' ToonTask for some JellyBean Jar.

And I'm certain Drowsy Dave gives Teleport Access. I made a transcript of the NPC Dialog and put it on the Page myself. And the Howdy! ARG that deals with all the NPCs that give Teleport Access treat Drowsy Dave just like all the other task givers (except at the end where Drowsy Dave is forgetful and says Doctor Surlee knows Professor Flake pretty well so you should go see if he knows the secret code and that leads you to a secret text file hidden on the TTR website).
