I believe you are mistaken. C.H.E.F. was mentioned during an April Fools prank by the Toontown Rewritten Team due to the hype for Bossbot HQ. C.H.E.F. was a tease on the C.E.O. but was actually Flippy at his pie stand. The Bossbot HQ tunnel accessed the old Toonfest area. Here is the article itself...
