You need to complete tasks to get all of your animation frames in order to activate the new track. Then defeat cogs to earn skill credits in order to unlock new gags within the track. Most toons prefer (although some don't care) that you max gag tracks before fighting bosses due to the damage capabilities and how it can affect various strategies.

As for using level 7's, everyone seems to have their own preferences for when they use them. They're generally not needed unless you're in a pinch or want to speed things up, and of course, when you have them - that means that all previous gags in the track can do the full damage they are capable of. If you're not maxed, your team can adjust their strategies accordingly.
