Ok, so, I was able to water plants with the small can 8 times, but after I got a certain amount of EXP, it went down to 5 times. Can someone find what the threshold for this is, and see if this happens with the other watering cans? I think the threshold for this for the small watering can is 50 EXP, so I'll use that value as a placeholder.
