not really a minor NPC, considering the "final gag training" task for the area involves visiting her a total of 3 times, beating 2 cog buildings in between.

I'd also like to point out a bit of humorous trivia related to this NPC. The aforementioned task to visit her is so that you can obtain the lyrics to "A Beat Christmas" (which is presumably named after "Blue Christmas", a classic Elvis Presley song). Taking into account that the most prominent words in the song are also in the title, I think it's safe to say the fact Hedy couldn't remember them was meant to be a joke.
