Ok two things to check.

1. Did you make sure to remove the maps folders from the phase file you wanted to edit? Example: remove those in picture, from ALL models folders, before repacking.

2. Make sure your Toontown folder looks just like this


     




The resources foler looks just like this. You do not have to include ALL of the phase files in the resouces foler, only the ones that you edited.

     Also, which audio file where you trying to replace?
