This and similar statues seem to need a specific amount of shovel skill too, but I'm not sure if you have to have the max amount... My main can plant 8 beans and has all the flower varieties, but the cattlelog still says "skill too low" since I didn't continue planting much after the last laff boost (I'm at 340 of 639).
