On October 31st, to get a black cat, you had to see Flippy IN HIS OFFICE and say "Toontastic!" in SpeedChat. That's under REPLIES>Good>Toontastic!

Not sure if you can do it now. You could make a new Cat Toon for this, but I hear you can also use an old cat. A pop-up appears asking if you want the permanent spell to come over your Toon. I never tried to say No before, but "Yes" works.
