Ya, Mayor Micky/Micky Mouse doesn't walk around in the Toontown Central Playground anymore.  He's too busy making movies anyway. That's why he picked Slappy and Flippy to run for the Toon Council Presidency.

They actually DID leave Minnie Mouse in the Match Minnie Trolley game because that affects gameplay. And they had a picture of Donald Duck in DDL in a Blog Post (said it was going to be Daffy's Dreamland before Donald threw a fit). AAaaaannnddd they said that Scrooge McDuck, who wasn't seen at the Toon Council Presidential Elections, went missing.

The mascots are only MOSTLY gone for copyright reasons. :P
