If Flippy was elected instead and Flippy got captured, in my opinion, we would have a less chance of winning Doomsday. We saw that Flippy was 38 laff but had the wedding cake, and we also saw that he had the juggling cubes as well. We also saw that Slappy had only the Bamboo cane. This can apply some belief that Flippy was a uber, and Slappy was just a "noob", or just a low laff toon.
