There WAS no Toon HQ in ToonFest 2014. That was a bug. The task was talking about Toontown Central because it didn't think you could leave. The TTR Team says it's fixed now, but I don't really know for sure because ToonFest has been removed again. There's a Toon HQ in the Toontown Central playground and the Donald's Dock playground. (basicaly every street and playground except Goofy Speedway and Chip 'n Dale's Acorn Acres.)
