I don't know about maxing Sound. I would recommend being around 64 Laff though. At that point you're probably doing Toontasks in The Brrrgh.

The difficulty of the VP should scale to the Toons' stats... to a point. You can't just run in there with 8 17-Laffers right now.

That scaling MAY have been what caused Level 0 Cogs at Operation: Storm Sellbot Headquarters.
