No. It's one hour long and only shows up when you're in The Brrrgh. It also overrides any other temporary Toon Effects you are using.

There is a similar permanent effect that only works on Bears during Christmas, which is the Polar Bear effect that turns your Toon white. It's similar to Black Cat.
