I'm pretty sure it was made by Loony Labs (something about S.I.L.L.I. Division? Scientists Interested in Ludicrous Levels Increasing?), but I don't know who made it.  It could have been Professor Prepostera, or even Professor Flake (The nut who invented the tin-foil hats) for all I know.

I have to admit, that sentence DOES make it sound like the thing just fell from the sky without any hard work, and that clearly isn't the case...

The TTR Phase files actually have a lot of old pictures from the TTO News. (Looks like some where made before the design for the scientists were finalized. Some pictures of Doctor Dimm are pretty dreadful.) Maybe the answer is in that folder somewhere. (phase_4 I think?)

TTO also had... would ya call it a shemeatic?... Had some picture (with color) that pointed out all the parts of the Silly Meter. From the Arrow of Amusement, to the Knuck Knuck Bolts, to the-- I don't know what that does, to the Phunny Phuluid/Fluid.

TTO Wiki has that picture, just for a point of reference.  That was like THE thing to link to on MMO Central Forums.
