NPC

Flippy, an NPC Toon who resides in Toon Hall.

An NPC (non-player character) is a Toon who is computer automated and always appear with an orange name tag. NPCs vary depending on how involved they are in Toontown Rewritten's gameplay.

In Toontown Online, some Disney characters were NPCs who roamed the playground of their own neighborhoods, such as Mickey Mouse in Toontown Central. However, they do not appear in Toontown Rewritten.
