Lord Lowden Clear is an NPC dog Toon who is commonly known as the leader of the Toon Resistance and a member of the Toon Council. He appeared in Sellbot Headquarters during Operation: Storm Sellbot Headquarters then made another appearance in Cashbot Headquarters during Operation: Crash Cashbot Headquarters. He also guides Toons through a four-star Sellbot Field Office annex and awards them with remote controls after The Boiler is defeated.
SOS status
Lord Lowden Clear is a five-star Fire SOS Toon. He uses a pink slip that targets all Cogs in battle. His SOS cards were first available through completion of Toon Resistance ToonTasks offered by him during Operation: Crash Cashbot Headquarters and were later offered by Rocky during Operation: P.L.U.S.H. Patrol.
History
Forming the Toon Resistance
- "He was the one who proposed the formation of the Toon Resistance, and thus was appointed leader of it by Flippy himself. Now, he's one of Flippy's most faithful advisers on the Toon Council!"

Following the Toon Council Presidential Elections, Lord Lowden Clear was appointed by Flippy as leader of the Toon Resistance during the Toon Council's first meeting when he proposed its formation. According to Sir Max, Lowden's invention of the Cog Disguise outranked the other prototypes created by Loony Labs, leaving all members of the Toon Council amazed as he attended the meeting while showing off his Cog Disguise.[1] Lowden never removed his Cog Disguise and was never seen without it.
Since he became leader of the Toon Resistance, Lowden has kept the citizens of Toontown up to date on the Cogs' plans, including the discovery of every Cog headquarters. Lowden maintains an ongoing effort alongside the Toon Resistance to unite all of Toontown and help stop the Cogs.

Lord Lowden Clear and Good ol' Gil Giggles arrived at Chip 'n Dale's Acorn Acres to discuss the potential threat of Bossbot Headquarters. Lowden explained to Gil that he could not go out alone and that the Toon Resistance would have to stay behind to prepare for Operation: Duck Hunt when the time is right. Although Gil suggested sending Mata Hairy, Lowden considered a different option due to her occupation in Cashbot Headquarters.
Upon witnessing a group of four Toons crashing towards a geyser on their golf kart, Lowden immediately decided to recruit them on a mission to search for Bossbot Headquarters. Gil worried that the Toons were incapable of handling the mission but Lowden begged to differ. Thanks to the efforts of Team LHAAFBBHQ and Toons across Toontown, Bossbot Headquarters was discovered and Lowden announced important information regarding it.
Assisting the Sellbot Task Force
- "Citizens of Toontown, lend me your ears! We here at the newly-formed Sellbot Task Force are in dire need of new recruits to help put a stop to the new Cog threat on the horizon -- Sellbot Field Offices. We need Toons who know Seltzer from silly string, the right angle to pack a wallop with a Whole Cream Pie, just the right frequency for their Foghorn."

Before Sellbot Field Offices landed, Lord Lowden Clear delivered a call to action for potential new recruits who are looking to join the Toon Resistance and introduced the top-secret Sellbot Task Force Hideout. When the first Sellbot Field Office took over Toon Headquarters on Elm Street in Daisy Gardens at the Kaboomberg district, Lowden and the Toon Resistance arrived to thwart the attack. After several months of steady planning from the Sellbot Task Force, Lowden announced new Sellbot Task Force ToonTasks, new rank-up rewards, and the last laff boost that are associated with the Smasher set in the Resistance Rank.
